Smile Best Place to live? Ohio, W.V., or Pennsylvania?

We moved to West Virginia about 3 years ago (job transfer) from Santa Maria, California. We are now transfering from Charleston, WV to Wheeling, WV. Being we could live in any of the 3 states (Ohio, Pennsylvania, or West Virginia). I would like to know which one would be the best for us to live in?
I do know here in WV I have to pay a 5% tax each year on all my personal property IE: cars, boats, trailers etc. plus the licensing fees and state inspections (first year it cost me over $1200 bucks to register & licenes my truck, that go'es down as the vehicle ages). Not to mention property tax and the "special" $1.00 per week per person if you live or work in Charleston "fee". Oh Ya! And high insurance rates!
I also heard on the news the state was going to send people out to car shows and take a picture or two of you classic, hot rod, kustom, what ever you have and they will say how much it's worth and tax it accordingly (anybody else hear that?).
Any advice or recommendations would be greatly appreciated.

Well Ohio has Historical Plates for vehicles 25 yrs or older,about $27,good for life.They just passed a no smoking law that will be similar to Californias soon.Buying beer and booze is easier than Pa,and Pensy is a Commonwealth,which someone who lives there can explain better than I.Dont know about taxes on vehicles and such,other than my rusty ranger costs $70 a year or so for plates.

id say out of the 3 ohio, most city's dont have e check or yearly inspections all i do is order a new sticker for my plate...

That corner of Pa. has the lowest per capita income of the state, so the schools probably aren't too good. Gov. Fast Eddie is about to ruin the state with gambling casinos. And the rumor is our car registration is going to double real soon. I'm thinking Ohio.

PA is a bitch to deal with when it comes to cars, buyin' beer, and taxes (my parents live near Pittsburgh and have fed, state, city, and township taxes). I've always heard OH is really easy to deal with, but if you're working in WV and living in OH, you have to deal with income tax in a state that you live but don't work... Probably just don't have WV take out any tax and bite the bullet every year and write a big check to OH. However, if you wanna live in or near a decent sized city, Wheeling is the only game in that area.

You're not gonna get away from personal property taxes in any of the 3 I doubt. And WV ain't gonna do any investigating into car shows and such, I've lived here long enough to GUARANTEE that's a myth. WV doesn't have high insurance, your agent does. I pay $100 a month for full coverage on a 2000 Navigator, liability only on a 94 Mazda, fire and theft on the Model A, and a $100,000 life insurance policy.

Ohio is by far the cheapest of the three states to live in. Everything from property taxes to vehicle registrations are MUCH lower in Ohio that in Pa or WVa. We have no personal property taxes nor any of the crap of the other two states. Besides the Historic tags, regular plates run between $35-45 per year here. Non-commercial pickups are just a bit more. There is no E-Check down that way nor do we have State Inspections on cars. For the most part, Ohio a buyer's market for housing if that matters also. Other than the crappy weather all 3 states have in winter, Ohio is a decent place to live.

I live 15 minutes away from Ohio and West Virginia.... I think Ohio might be better with taxes and regulations and the land is cheaper and nicer. PA ain't bad but Ohio is better for car guys if that makes sense.

Thanks to eveyone for the responce. We won't be making the move until this summer sometime but I just wanted to get head start. I knew I could get some good information from all the H.A.M.B.ers.
I've been leaning to Ohio because we have friends living there and I like that antique plate thing, (we have that here in WV too 10 yrs).

I talked w/ a couple of guys that took their cars to car shows this past summer that had pics taken (with permission) only to find out later the guy taking the pics was from the assessor's office. Yes, this is starting to happen in the Charleston area!! It's a shame that such a beautiful state can't be creative enough to generate tax revenue other than that...

I'm from Indiana, but lived in Ohio, a Buckeye is just a worthless nut! LOL, I would pick OH over the other 2, but I live in SE Alabama, don't tell anyone this is the place to be.

I still have a hard time buying it, and will until I experience it.... They can't, period. The exact verbage of the law, taken straight from the WV Code book:

"The State Tax Commissioner shall annually compile a schedule of automobile values based on the lowest values shown in a nationally accepted used car guide. The State Tax Commissioner shall furnish the schedule to each assessor and it shall be used by him or her as a guide in placing the assessed values on all automobiles in his or her county."

A guy's opinion based on a photo is hardly a nationally accepted used car guide, if it actually did happen, all you'd have to do is argue and it'd be an easy win.

I have lived in northwest pa most of my life,and I can tell you from a car guys point of view it sucks. The inspection laws are getting more and more stringent,now adopting emissions testing and I understand that gov rendell wants to adopt california standards. we probably wont be able to buy any dec ent paint or solvents soon.

Didn't mean to imply that any assessment was based on the photographer's opinion - I think what's happening is a comparison of what the owner/purchaser of any given vehicle states vs. what the "official" value of the vehicle is.

Never Die, I hope you are correct and that the guys I spoke with are mistaken. I agree that it would be easily disputed. However, if it IS true, it's a poor and unprofessional manner in which to operate the assessor's office.

If you can't make it to Kentucky I'd pick Ohio, just don't pick up thier driving skills. being right across the river from Cincy Ohio I think I see alot of drunk drivers swerving all over the road then I see the tags and realize they are just non driving buckeyes

In PA we do not have the "personal" property tax of which you speak. We do have property taxes for those who own a home. Along with local and state taxes. We do have a 6% general sales taxes on most purchases. I can tell you I have seen my school taxes more than double over the course of less than four years.

Annual vehicle registration here is $36 (car) and $56 (non-commercial truck) and we also have the annual inspection and emmissions testing which will run you about $100 per vehicle. I do not know much about the registration/plating on reconstructed or special interest vehicles.

Oh, and most of the farm land is being developed into shit-ass strip malls and over-priced, under-built housing so there are plenty places around to find a house.

Almost all my relatives in WV have moved across the river to Ohio for tax reasons.
