It does look that way... Good observation. Did a '36 only have one tail light from the factory? Someone could have added those so it had 2 due to different laws, I dont know.

The same lights were used on the 40 cars as well.

Not as familiar with GM cars, but Fords had a single taillight on Standard models up through '40, Deluxe had two taillights, passenger side taillight was optional on Standard. I think some states started requiring two taillights in the late '30s and new cars sold there had to have two. Many pickups came standard with a single taillight into the early '50s.
