MY sons looking for a "chopper" frame to build a oldstyle chopper, hardtail or soft, but not one with shocks.Does anyone know of a website or company he can check with??

Actually, there are several on Ebay.
Type in "chopper frame" or "hardtail frame" and you should find something. I think Amen still makes 'em.

Try J&P cyles on the web. You can get a Paghco frame for around $500.

do you have a motor yet? I would get the motor FIRST.....i have built a few in my day (actually building a bobber now), a frame is not difficult to get.....get a good plan so you don't buy parts you will never use.....
