public groups? how do i start one?

i was looking at someones profile (to see if they had what cars they own listed) and noticed there's a section for "public groups" so i checked some other profiles and they had the same thing.so what about if i wanted to start a group for Oldsmobile engines and cars,or Hudson? how would i go about that?
