I still don't get how to do an Avatar? Help

I tried to host through photobucket, and it tells me the image has to be less than 80x80 pixels. Even when I get the picture less than 5KB. I thought it didn't matter if it was hosted elsewhere and you used the URL to link it.
How would I make a picture less than 80x80? I use paint to shrink the KB down.

Right click on the image, go to properties and click. Tis will give you the dimensions.-MIKE;)
