Drum brakes

I'm rebuilding the front drum brakes on my"Mod" today (using a 64 Econoline axel)and have a question. The shoes I bought from NAPA have lining going the full length on two of the shoes.The other two, the lining is about 1 1/2" short of full length.
What shoe should go on the front of the backing plate?
The counter guy said the book showes this set can be used on the front end or the rear end.

The shoe with short pad (primary) goes towards the front of the car and the long pad shoe (secondary) goes towards the rear.
