Are stickies possible on sub-forums?

Is it possible to have something "stickied" on a sub-forum?

The plastic builders forum is having a "Merc/Deuce Reunion" build-off contest through Thanksgiving, and new comers are repeatedly having to search for the rules. A stickie would help. Thanks.
