283 Back Fires on Startup

Can someone in the group HELP. Ive got a 1960 - 283 GM boat engine that backfires through the carb ( sometimes ) but only on startup, Ive retarded the Timing , Checked Leads. Points are old but set to .019 runs fine after it starts, sounds fine.
