how do I get a model a rat legally on the road in Pa?

hey.. just looking for some ideas on how to get my 31 model a on the road legally in Pennsylvania. No title, no vin, no registration, yet. Only the bill of sale from the guy I bought it from. any ideas? Oh yeah... what about the fender laws and stuff like that? Im looking to keep this thing as raw as possible, even though I hear Pa is pretty sterile and whitewashed. thanks
