How do you change signature permissions?

Would like to put a picture with my signature but my permission for this says NO. How do I change?:eek:

It can't be changed... We don't allow pics in sigs cuz it makes the posts so damn long... That said, I've noticed some people have figured out how to work around my rule. Mavericks!
