Rough it up first with some 80 grit or so. Feather out the bare spot so that it won't peel anymore. Ideally you would have the chrome stripped off at a chrome shop. Then you would prep it like normal. Good luck.
Do yourself a favor and remove the chrome, you'll thank me down the road.--TV http://www.jalopyjournal.com/ubbthreads/images/graemlins/cool.gif

bead blast it. That's the easiest. Then self etching primer and paint.

chrome is very tuff stuff if it is falling off bead blasting will get rid of most of it. you can try a DA with 80 to feather it out then etching prime some filling prime wet sand then paint.

You could grind it off with some 40 grit. Then go over it with 80 and 180 on a D.A. to remove the scratches before priming. Self-etch is a must, and if you use this method be sure to block it. You don't want to have sand scratches once painted.
overspray

ok thank you all.. Ill post some pics when i get em painted....JAMIE
Drop the bumper off at a chrome plater he will strip it to bare metal, that will be faster and cheaper than grinding, and I bet the paint wont rock-chip as fast either. I did this when I sectioned my bumper, welded it back up, then plated it again.
