a vacuum leak at the base gasket?
jerry
take it apart again and make sure all the passages are clear,
put it back together with fresh gaskets and a clean filter.
I bought a rebuilt one many years ago,
I couldn't get it to idle worth a damn,
took it apart and there was a glass bead jambed in one of the perculator tubes.
not saying that's your problem, just sounds like a blocked passage.
