I'd have to see them side by side (or side by each for our French Canadian friends) to compare but would it be possible to convert 21" Model A wheels using V8 centers?

Lots of skill involved if it is even possible.

I bet Richie Willet down in Malden Massachusetts could do it.He used to work in a motorcycle shop and routinely would lace a 16" H-D rim to a Triumph center.
Also Fred Steele has a set of Buick rims laced to an early Ford center. They were done a long time ago(early 60's)but he might still remember.

I took a close look at those wheels while I was at Bonnevile.

I think they'd be hard to duplicate. You'd have to use a set of Model A rims, a set of V8 hubs and you'd have to make the spokes from scratch. The Model A spokes are MUCH thinner.

As far as the skill it takes to lace a wheel versus making a welded spoke wheel, no contest. Lacing would be much much easier.

If I were to formulate a plan of attack to making a set of them, I'd start with the Model A rims and V8 hubs. I'd grind off all the spokes from the rim and drill out all the spokes from the hub making the holes as small as possible. Then I'd plot the spoke locations on the rim and drill holes to accomodate them. Then, spot weld the spokes to the hub, center the hub in the rim using a fixture to square it and give it the correct backspacing. Then it's just weld and check, and weld and check, and weld and check.

Should be easier than making a radiator.

Or, start calling the old ford clubs down south. I'm sure they'd be glad to trade for a set of North American wheels.

Or, modify the wheels from a BIG car. I've got a set of Lincolns that are 20 inchers.

Hmmm-
I would try getting MOTORCYCLE spokes maybe...?
And the rest sounds good:
"V8 centers w/model A rims"

Either that or the "down south" model A club...
That might be the easiest-
If you speak spanish...?

i go to Brazil about once a year or so...
it's easy to import stuff from there, shipping (UPS) with customs is about US$160 for 40lbs. But the hard part is finding it... and even harder getting someone to send it up here.
Oh... and if you're plannin on speaking with anyone from Brazil... Spanish wont get you too far... they speak Portuguese
