Looks like one of those things that KEEP the CHILDREN SEDATE at the PARK, they spin it on the WOOD FORT,,, then there is that BRIDGE that MOVES, the FAT kids would SHAKE that thing...
I'm banned from the PARK, my PIT BULL attacked some BLACK GUYS who were playing DOMINOES.........
That looks like it has a TRAILER HITCH on it,,,
better send it to FLORIDA so they can MAD FABRICATE a 40's ford roadster with no fenders........

Your steering wheel pic made me think of the one my dad made for my tubing framed, aluminum bodied soap box racer.
Since I lived on the SoCal coast in a lemon growing town they were called, "Citrus Crate Derby" racers.
The wheel rim was made from approx 1" copper tubing rolled into a circle.
Spokes were 5/16" stainless rod in a shallow "X" pattern similar to the Ford Crestliner wheel - which dad always liked, but couldn't find one for his 50 Sedan.
Hub was a turned brass center that bolted onto the steel steering shafts welded on plate up top of the shaft.
Held on by three 1/4" bolts from the back.
When the wheel was polished it was a knockout.
More than a few for-real hot rod guys saw it and inquired if dad would build a full scale one, but dad turned them down.
A soap box type racer with tube frame et al may sound strange, but there were no rules other than total weight, car and driver under 200#, gotta have brakes and demonstrate them and contrary to gennie soap box racer rules, you could get help building them.
Gennie soapers required the driver/entrant to do all the building and use gennie soap box wheels.
That was some little car and I figured I'd keep it forever, but when I moved out little brother took it over and sold it to the kid down the street - whose dad took it to the dump after the aluminum body was stripped off and the kid couldn't make it work with a Briggs & Stratton motor.
I think when the 31 is done, I'll build another little racer like the one from the good ol daze.
The car resembled a 30's INDY racer. No surprise there as that was the era that dad grew up in.

The good thing with boat wheels is that most of the time they will bolt on to a Ford Steering column.

I've been on the hunt for boat wheel for awhile and I amazed on How
Cheap, Cool ,and how Small they are..especialy for a channeld Car with a
Lankey 6'2 driver...

Well, yes, Citroën did use one spoke wheels for years, right up 'til they started in with the airbags.
Some are cool, some are cooler, and the DS ones are probably the coolest, with a bit o' chrome at the junction to make it look really cool.
The 2CV ones, as in the pic above, are only on the upmarket ones, BUT, they bolt on with three bolts, which makes for an easy adaptation.
However, you're never gonna see one in an USA junkyard. (If you do, call me quick, I need/want parts...)
