Turbo 400 question... it sat empty...

I just got a rebuilt turbo 400, that the guy said cost him $1100.00
It sat in the trunk of the car it was intended for, but never got put in. The outside shows alot of oxidation on the aluminum housing, and the shaft is rusted.
The thing is, it never had fluid added, and I'm wondering about rust inside... and rubber seals, etc.
Should I do anything special, before assuming it's "brand new"...?
