Pict under sign in name adjustment

I have photoshop, how do you lower the resolution to make the picture small enough in size to post under your name. I keep trying and cant get it...

Yeah, me too...I can't figure it out either... Also, when you right click someone elses picture, and check the properties, it will almost always show that it is bigger than the 'recommended' byte size... Why is that..??

Can someone tell me how to adjust the picture byte size?? I'm using photoshop 4.0 or Illustrator 9... it seems like no matter what I do it won't let me put a picture in... help!
