They're talking about using an early Ford "banjo" rearend. The stock axles are "keyed". The keys can shear off and cause a major safety hazzard. There are aaxle retaining devices availabe to save your ass. I'm no expert on banjo rear ends. Somebody else could explain it better.
So far, no one has built a gas rail using a banjo (that I know of). I don't see any performance advantage. It would be pretty hard core traditional though.

so this doesn't apply to a 'clipped' axle like a chevy 10 bolt then....

No,just the early Ford rearend.

No that wasn't the intent of the rule but I do reccomend using c-clip eliminator hubs. If you're going to that trouble, I'd just use a different rear.

So called C-clip eliminators or safety hubs are a real good idea. NHRA requires them and aftermarket axles if you run 10.99 or quicker or have a locked rear end. You can get them at most speed parts suppliers. If you snap a C-clipped axle, it's real ugly to watch that thing come out of the housing, dump your rear on the ground, and have the wheel, tire, and slightly shortened axle go sailing off toward the trackside photographer. Flatheads can snap axles. I've done it in both a '51 and a '53, but they have bearing retained axles so everything stayed put.
