152 slant 4 ?

I just got an IH scout with the 152 4 and it has a lot of hesitation and wants to either stumble or hold rpm after I release the acclelerator.
1) could lack of vacum advance module cause this
2) could no PCV valve cause these simptoms( just pluged big hole in manifold with a bolt)
3) Should I just scrap the 4 and find an adapter kit and stuff in a SBC (for shame)

Uh, sounds like a small Poncho. I thought the las 4cyl that IH had was an F head, what kinda tranny? The IH inlines(6's)are great lil' motors, torque as all get out.
