Well, it's tough to say in just a few words, but mainly the secret to it all is using the Layers pallate - Its all about the Layers pallate. Use the selection tool to select the area around the roof of the car. Hit copy and then paste. That will place the top into a new layer (above the original layer containing the photo) which you then can move up, down, rotate - whatever.
Use the eraser to feather out the edges so it blends seemlessly with the layer below. Go back to the original layer and do the same proceedure to copy out individual bits of the top (like windows, posts, etc.) that you can move independently of one another.
Then when you get everything arranged the way you like it, hit "flatten image" which is a command withing the layers pallate (hold the arrow symbol down to get to it) and that will compress all the layers back together into one image.
Clear as mud, right?
There's a ton of subtleties and options to it, buts that's the basics.

Just start to play around with it, it becomes fun and adictive. I started with PhotoShop 5.5 and there were a couple of tutorials in the files of the program. These are real easy to do and teach you most all of the commands, in their basic forms. I started out by putting my friends faces on porno pictures, and progressed into photochoping. Can't quite get the hang of putting of finishes though.
Like anything, practice makes perfect.
