..............Build a car trailer?
No, not for a trailer queen, but instead for cars that DON'T run,
or have an insanely low top speed,
(or an insanely HIGH top speed http://www.jalopyjournal.com/ubbthreads/images/graemlins/grin.gif)
Or something like that...?
Should I just make a frame from tubing and stick a rear axle under it?
What about wiring and safety crap?
(I'm in CA)
....Anything else I should be considering/keeping in mind?

i got schematics for a small trailer... can send those to you... but wouldnt be more than a parts hauler.
the thing would need to be sturdy enough to handle a couple tons and then some...
what if you were to just buy a used one that needed some work?... theres gotta be some out there for dirt cheap...

greaseball...check local classifieds, you can usually find decent flatbed trailers with ramps and low sides that would be large enough for a good sized car. I picked up my trailer for $1,200. It's a 20' Flatbed, Wooden bottom, Tandem Axle rated at 15,000lbs, bumper pull, with lights, trailer brakes, ramps, and 10-inch high sides.
It even has cool pinstriping, lol
We welded up a mount for the spare tire, put some Ford Truck hubcaps and "E" Load Rated tires on it. It pulls like a dream, trailer brakes work perfect, and large enough to fit various cars (2 Jeeps at once, Model A, RX-7, '66 C-10 LWB, '61 F-85 Cutlass etc with no problems)
Here's a pic of it with my "A" ...as you can see, the "A" only goes to the axles...I've got another 6' or so of trailer.

This is to pick up all those cool FREE "dirt ball" rat rods you are going to score? Good thinkin' ahead! Grab that $50 dolly from Slazzen, I've seen it (MUCHO sturdy!) and then all you need is a free truck to pull it and the free tin should just be hoppin' on that thing without you even askin'!!! Good luck, don't get too dirty and let me know when the pile gets too big and you want to thin the herd. I built a car trailer 30 some years ago out of 4" channel iron for the frame. 2 1/2" scedule 40 pipe for axles unsprung. American motors cars had bolt on spindles that we bolted to flages on the axles for the brakes. A hydraulic surge tongue connector from a trailer supply supplied the M/cyl. The ramps were made from 1 1/2" angle iron. Cheap and effective. the heaviest load it hauled was a toss up between a 48 Chevy woody wagon and a 57 Olds 98.
Econo trailer is a local company that makes a nice basic unit in the 1300-1500$ range. Kind of hard to beat. It's got electric brakes and springs.
I bet you can find some detail plans on the net somewhere.
the trailer i got was made from an old 16' camp trailer frame and axles. you should be able to find one of those cheap, but then you would have to work on it some.
